Temporary prims are intended for temporary usage not a way to have more prims than the limit. Rezzing prims is very expensive for a region. Almost every time we investigate a region to find out why it is lagging temporary prims are the problem. Repeatedly rezzing lots temporary prims drives time dilation down in the region affecting performance for everyone.

Regions are shared by many Residents. Linden Labs places a hard limit on how many prims each parcel can use but other resources are abusable. Residents agree not to maintain excessive numbers of avatars on their parcels or use scripts or other means to excessively tax server resources.

Temporary prims should never be used as a way to rez static content without using prim count. This usage in any quantity is abuse. A small number of temporary prims for semi-permanent usage on moving items like dolphins and waves is usually not a problem. However even used this way large numbers can drag server performance down.

We have recently upgraded our region monitoring system to track temporary prim usage. People that are using excessive numbers will be contacted so the problem can be fixed. If the resulting lag is so bad we deem it a severe infringement on other people's use of the region or we receive complaints temporary rezzers can be returned without notice.
